Contesto tematico del progetto:
I nuovi strumenti digitali stanno trasformando il modo in cui il lavoro umano viene percepito ed eseguito. Tali strumenti sono capaci di agire con un sempre maggiore grado di autonomia e permettono di eseguire compiti pratici, creativi ed intellettuali con efficienza pari, se non superiore, all’essere umano. La European Agency for Safety and Health (EU-OSHA) sta conducendo un progetto triennale (2023-2025) di ricerca per fornire strumenti per informarsi dell’impatto della digitalizzazione sulla sicurezza e la salute dei lavoratori, in modo che si possano intraprendere azioni correttive, tempestive ed efficaci.
Obiettivi del progetto:
Il seminario intende aumentare nei partecipanti la conoscenza delle più recenti evoluzioni del lavoro digitale oltre agli obbiettivi e i progressi del lavoro EU-OSHA. Inoltre, il seminario punterà a far conosce i principali temi di interesse lavorativo legati al mondo digitale. Ciò per permettere ai lavoratori un approccio consapevole e sicuro a questo mondo per molti inesplorato. Tra i temi principali ci sono: l’intelligenza artificiale, i sistemi di monitoraggio, le piattaforme digitali, lo smart working e il lavoro da remoto. Il seminario si concentrerà sul punto di vista degli enti coinvolti per affrontare pro e contro della questione e massimizzare le opportunità. I numerosi vantaggi per lavoratori e datori di lavoro, per esempio nella conciliazione tra vita privata e lavoro, ma anche le nuove sfide e i rischi per il benessere e la salute dei lavoratori, che dipendono spesso da come le tecnologie vengono applicate, gestite e regolate nel contesto delle tendenze sociali, politiche ed economiche dei Paesi europei.
Contenuto e implementazione prevista del progetto:
Il seminario si svolgerà nel corso di tre giornate, organizzate in quattro incontri tematici di tre ore ciascuno, per un totale di 12 interventi tra il pomeriggio del giorno d’apertura e la mattina di quello finale. L’evento prevede presentazioni scientifiche, interventi di testimoni privilegiati e dibattiti tra i partecipanti. Il pomeriggio del venerdì sarà dedicato alla definizione del tema, con una particolare attenzione alle tecnologie digitali per la gestione dei lavoratori. La mattina del sabato sarà dedicata all’intelligenza artificiale (IA), si approfondiranno, tra le altre questioni, l’abilità delle macchine di sostituire le capacità umane, come il ragionamento, l’apprendimento e la creatività, e la possibilità dell’IA di supportare l’uomo immagazzinando informazioni, mettendosi in relazione con l’ambiente, nel risolvere problemi agendo verso un obiettivo specifico. Nel pomeriggio del sabato si tratterà il tema del lavoro tramite piattaforme digitali e delle opportunità per i lavoratori in aree geografiche marginali. Verranno toccati anche i temi dello smart working e del lavoro da remoto. La mattina della domenica sarà riservata al dibattito e alla presentazione delle conclusioni del seminario.
Valore aggiunto per il dialogo sociale:
La digitalizzazione del lavoro porta con se numerosi dubbi e incertezze, soprattutto per chi vede questo mondo come qualcosa di sconosciuto e teme che il proprio ambiente lavorativo sia destinato ad un pericoloso stravolgimento. Non a caso sul tema si stanno delineando posizioni sempre più nette di rifiuto, sia da parte di alcuni governi, sia da porzioni transnazionali sempre più consistenti dell’opinione pubblica. La ricerca di soluzioni comuni attraverso processi partecipati di dialogo sociale rappresenta probabilmente il metodo più serio e ordinato di affrontare le sfide comuni per contenere le istanze attuali di una base sociale con molte incertezze. Verranno forniti i giusti strumenti per combattere la disinformazione e i pericoli in cui è facile incorrere in questo mondo. Una corretta informazione è il presupposto per un dibattito in cui i decisori siano messi nella condizione di proporre azioni coerenti, efficaci e non ideologiche, su un tema di tale importanza strategica.

Project context:
New digital tools are transforming the way human work is perceived and performed. These tools are capable of acting with an ever-increasing degree of autonomy and allow practical, creative, and intellectual tasks to be performed with efficiency equal to, if not superior to, that of humans. The European Agency for Safety and Health (EU-OSHA) is conducting a three-year research project (2023-2025) to provide tools for learning about the impact of digitalization on worker safety and health, so that timely and effective corrective action can be taken.
Project objectives:
The seminar aims to increase participants' knowledge of the latest developments in digital work, as well as the objectives and progress of EU-OSHA's work. In addition, the seminar will aim to raise awareness of the main issues of interest related to the digital world. This is to enable workers to approach this world, which is uncharted territory for many, in an informed and safe manner. Key topics include artificial intelligence, monitoring systems, digital platforms, smart working, and remote working. The seminar will focus on the perspective of the organizations involved in order to address the pros and cons of the issue and maximize opportunities. The numerous advantages for workers and employers, for example in terms of work-life balance, but also the new challenges and risks to the well-being and health of workers, which often depend on how technologies are applied, managed, and regulated in the context of social, political, and economic trends in European countries.
Project content and planned implementation:
The seminar will take place over three days, organized into four thematic sessions of three hours each, for a total of 12 presentations between the afternoon of the opening day and the morning of the final day. The event will include scientific presentations, talks by expert witnesses, and debates among participants. Friday afternoon will be dedicated to defining the theme, with a particular focus on digital technologies for workforce management. Saturday morning will be dedicated to artificial intelligence (AI), exploring, among other issues, the ability of machines to replace human capabilities such as reasoning, learning, and creativity, and the possibility of AI supporting humans by storing information, relating to the environment, and solving problems by acting towards a specific goal. Saturday afternoon will focus on the topic of work via digital platforms and opportunities for workers in marginal geographical areas. The topics of smart working and teleworking will also be addressed. Sunday morning will be reserved for debate and the presentation of the seminar's conclusions.

Bando per l’assegnazione di n. 10 borse di studio, riservate a discendenti di emigrati trentini all’estero ed insegnanti di italiano – anche non di origine trentina - che operano nell’ambito di corsi organizzati dai Circoli Trentini all’estero, per la Diplomatura universitaria: “Diplomatura en Formación en Lengua Italiana”, dettata dalla Scuola di Lingue moderne dell´ Universidad del Salvador di Buenos Aires – Argentina, in accordo con l´Istituto italiano di cultura di Buenos Aires.
OGGETTO
È indetta per l‘anno 2025 una selezione per l’assegnazione di 10 licenze, riservate a discendenti di emigrati trentini, residenti all’estero, per la frequenza della diplomatura in “Formación en Lengua Italiana”.
OBIETTIVI DELLA DIPLOMATURA
- • Offrire una solida formazione accademica in lingua e cultura italiana che consenta agli studenti di poter partecipare a compiti di organizzazione, gestione e valutazione delle attività culturali.
- • Fornire una solida formazione accademica in lingua e cultura italiana che integri ed arricchisca il lavoro e le prestazioni professionali degli studenti.
INFORMAZIONI PIÚ COMPLETE SULLA DIPLOMATURA
AMMONTARE DELLA BORSA
A carico di ciascuno studente:
- Il costo della prima rata dell’ammontare massimo di 109.958 ARS da versare direttamente all’Università Salvador secondo le modalità previste dalla stessa;
- Il materiale necessario per la connessione internet, hardware, software e costi di connessione;
L’Associazione Trentini nel mondo provvederà al pagamento delle ulteriori tre rate previste per il costo della partecipazione al corso pari a 329.874 ARS.
BENEFICIARI
Possono presentare domanda di assegnazione delle licenze:
- i discendenti di emigrati trentini, residenti all’estero, che alla data di presentazione della domanda abbiano già compiuto i 18 anni di età;
- gli insegnanti di lingua italiana che operano nei Circoli Trentini, anche se non sono di origine trentina.
E’ inoltre necessario possedere i requisiti previsti dall’Università del Salvador per la frequenza del corso:
- Docenti di italiano con titolo di istruzione superiore
- Professionisti con titolo di istruzione superiore (terziario o universitario) in possesso di un livello C1 in lingua italiana
- Titolari di un professorato di livello terziario o universitario in lingue straniere con un livello C1 in lingua italiana
- Possessori di un livello C1 in lingua italiana
PRESENTAZIONE DELLA DOMANDA
La domanda, dovrà essere presentata all’Associazione Trentini nel Mondo utilizzando i moduli allegati:
- discendenti di emigrati trentini
- modulo di iscrizione
- modulo genealogia trentina
- modulo privacy
- dichiarazione del circolo trentino (facoltativa)
- insegnanti nei Circoli trentini ma non di origine trentina
- modulo di iscrizione

La richiesta completa di modulo di Iscrizione, genealogia e privacy va inviata entro il 15 luglio 2025 unitamente alla fotocopia di un documento di riconoscimento in corso di validità.
La domanda deve essere inviata via posta elettronica all’indirizzo:
Entro il 20 luglio 2025 l´Associazione Trentini nel Mondo comunicherà i nomi dei vincitori della borsa di studio.
Dopo la comunicazione dell’Assegnazione della borsa lo studente, questo/a dovrà provvedere all’iscrizione al corso e al versamento della prima rata nell’ammontare e con le modalità previste dall’Università Salvador. L’Associazione Trentini nel mondo procederà con il pagamento delle tre rate ulteriori.
CRITERI
Le licenze saranno assegnate secondo il seguente ordine di preferenza:
- insegnanti di origine trentina già attivi nei Circoli Trentini
- insegnanti non di origine trentina già attivi nei Circoli Trentini
- altre persone di origine trentina (senza dichiarazione del Circolo)
In caso di parità di condizioni si tiene in considerazione l’ordine di iscrizione.
In caso di membri di uno stesso nucleo familiare la licenza viene attribuita inizialmente a un solo componente, secondo l’ordine di priorità sopra descritto. In caso di parità di condizioni si attribuisce al più anziano dei componenti. Gli altri componenti verranno presi in considerazione esclusivamente in caso di posti non assegnati ad altri richiedenti.

Il Consiglio Direttivo può conferire il titolo di “Trentino nel mondo benemerito” a persone che hanno acquisito particolari meriti nei confronti dell’Associazione, dei i Circoli Trentini o delle collettività trentine all’estero. La qualifica di “Trentino nel mondo benemerito” è vitalizia, i soci sono iscritti nell’Albo dei Benemeriti dell’Associazione.
Decree Law "Urgent Provisions on Citizenship":
Regrets, Concerns, and Requests from Trentini nel mondo
The Association Trentini nel mondo, with a resolution of the Board of Directors meeting in Trento on April 7, 2025, expresses its regret and concern both for the content of Decree Law No. 36 of March 28, 2025, which introduces new and stringent restrictions on the transmission of Italian citizenship by descent, particularly for those born abroad to Italian parents, and for the manner in which it was presented. The provision, which amends Law No. 91 of February 5, 1992, limits automatic citizenship to the second generation and requires proof of an "effective link" with the Italian Republic.
The Government's provision not only limits requests for recognition of citizenship by Iure Sanguinis for those who have not yet applied but also hinders the transmission of Italian citizenship for those born abroad to Italian parents. Trentini nel mondo considers this provision unacceptable because it raises doubts about its legal legitimacy, disregards the role of Italians abroad, and appears illogical. As formulated, it risks causing more harm than benefit to Italy and Italians.
Legal Legitimacy: The Italian Constitution (Article 77) stipulates that emergency decrees are allowed only in the presence of a real and proven necessity, which does not seem to exist in this specific case. The provision immediately limits a fundamental right such as citizenship, introducing new legal principles like the "effective link" that have never been considered in our citizenship system. The provision introduces an unprecedented reform of the fundamental principles that have shaped Italian citizenship for generations. It is surprising and irritating that it was issued ahead of the Constitutional Court session on June 24, when the constitutionality of Article 1 of Law No. 91 of February 5, 1992 ("New rules on citizenship"), which grants citizenship by Iure Sanguinis to the children of citizens residing abroad without any temporal or generational limit, will be examined. It is also worth noting that the Constitution does not require residence for the exercise of rights but explicitly establishes the right to leave the territory of the Republic and return (Article 16) and recognizes the freedom of emigration (Article 35).
Role of Italians Abroad: The decree does not consider the long tradition of respect and recognition that Italy has always shown towards its emigrants, who contributed to the support of family members left behind through remittances sent from abroad. The decree disregards the strength that the community of Italians abroad represents for our country, for political, cultural, and commercial relations. For example, the states of Santa Catarina and Paraná, where a large community of Trentino origin resides, imported Made in Italy products worth one billion euros in 2024.
Irrationality or Lack of Common Sense: The decree also stipulates that an Italian citizen born abroad can transmit citizenship to their children only if they have lived in Italy for at least two years before the birth of their children. To comply with this requirement, an Italian citizen born abroad would have to return to Italy for two years and then "re-emigrate" before the birth of their children. This means either returning for two years during childhood (presumably with their parents) or temporarily returning to Italy for two years before the birth of their children, i.e., during their formative years. How many can afford to attend university in Italy for two years? It would have been more logical to abolish the principle of Ius Sanguinis altogether.
What Benefits? The most evident consequence of the decree will be a significant reduction in the number of Italians residing abroad, with the progressive elimination of all descendants of Italians born abroad and, in the long term, the definitive distancing of the communities of descendants who promote and cultivate effective and emotional ties with our country worldwide. The texts of the decree and the Government's bills, as formulated, disregard and mortify the values of Italian identity worldwide, where millions of our fellow citizens contribute positively to the international reputation of our country daily. Through them, Italy is known, respected, and loved on all continents; the Italian lifestyle is recognized and appreciated, and our products are considered synonymous with quality and good living. The Association Trentini nel mondo, active since 1957, bears witness to the indissoluble identity and cultural bond that exists between the country of origin of the ancestors and the country of residence of their descendants, manifested through the commitment of individuals and Circles in establishing, maintaining, and revitalizing relationships between places of emigration and the country of origin.
What is Requested: Trentini nel mondo supports the request made by UNAIE (National Union of Immigration and Emigration Associations) to have a meeting with the Minister of Foreign Affairs and International Cooperation to discuss the changes to be made during the approval process of the decree by Parliament. In particular, it is deemed essential to provide that the right to AUTOMATIC CITIZENSHIP be recognized up to third-degree descendants without the requirement of being born in Italy and, for descendants beyond the third generation, that the RECOGNITION of Italian citizenship be subject to the existence of an "effective link" that does not depend on residence (such as knowledge of basic elements of Italian culture, possession of an Italian degree even if obtained abroad, ownership of real estate and movable property in Italy, frequent stays for periods even less than a year in Italy). It is also requested to introduce greater controls to prevent the recognition of fictitious citizenships and to increase penalties for those who submit false documentation.
